How an office messenger Elvine Leware become a multi-millionaire, working at Treasury

FROM SUPPORT STAFF TO MILLIONAIRE: THE STORY OF ELVINE LEWARE MACAGER

Earning a monthly salary of Ksh 16,772 working at the National treasury from 2014 to 2017, Elvine Leware Macager was nothing more than a support staff. He was married to one Violet Akinyi, had three children and lived in Milimani, Kitengela.

Unlike his salary, Elvine’s life was one of opulence. He travelled to Dubai, had high end vehicles including two range rovers and a Mercedes Benz. He further had apartments in Githurai, owned a prime rover and was an astute business man in his own right.

He was living a luxurious life together with his wife Violet, his girlfriend Faith Boyani, his brother and close business associate Xyln Wyllys Omonge and other family members who were all involved in the ‘family business’. Eventually he left the job at the National Treasury, to ‘focus on his business interests’, though sources say it is because he heard that investigators were trailing him.

At the time Elvine was busy working and earning less than Ksh 20,000 a month, the State Department for Water and Regional Authorities was losing money in fraudulent payments for consultancy services. From 2014 to 2017, this State Department lost Ksh 605Million. The State Department for Sports Development, in the Rio De Janeiro Olympic scandal would later top up Ksh 130Million in suspect payments in 2017.

All these payments had Elvine Leware Macager as the final beneficiary where he was the director to more than 10 companies that were busy trading with these State Departments. Unlike many scandals that have the push and pull of senior staff, Elvine’s known ties were to a former principal accounts controller who vied and lost for a Member of Parliament seat in Bomachage Chache Constituency.

How did this obscure low cadre staff at the National Treasury earning less than Kshs. 20,000 a month become a millionaire?

Trading with at least 18 companies, Leware provided various consultancy services to the State Department of Water and Regional Authorities. In September 2014 trading with Beachetts Services, he received Ksh 27,800,000 for consultancy services for the construction of an abattoir. With no known skills in construction or veterinary medicine and with no proof of any consultancy service offered, a total of Ksh 103,360,100 was wired to Beachetts Services from April 2014 to December 2016.
What is perplexing is that one of the payments of Ksh 27,200,000 was never captured in the IFMIS system.

In October 2014, trading with Ndegwil Insights and Services, he was paid Ksh 42,500,000 for consultancy services on resource utilization. This was a second payment to the company; a first payment of Ksh 19,600,800 having been received in July 2014.

So broad and knowledgeable was Elvine that using Endlevel Services he provided consultancy services on youth employment at Ksh 38,080,000, and later Consultancy Services on poverty mitigation valued at Ksh 43,200,000 trading with Vilekat Information in November 2014. Later in March 2015, Endlevel Services received Ksh 29,300,000 while Vilekat Information received Ksh 43,150,700 all for the provision of consultancy services. The details of these services are not elaborated casting doubt on the payments.
That same November 2014, his company, Waveline Consultancy received Ksh 22,950,000 for consultancy services on best practices on RDAs and in March 2015 another Ksh 33,650,000 for consultancy services that are not elaborated.

Machira Limited, a company Leware incorporated in September 2014, received Ksh 35,054,573 for the Kimira Oluch Smallholder Farm Improvement Project (KOSFIP) project. The earliest payment of Ksh 10,694,084 was received in November 2014, begging the question when he tendered for the project or what he was paid for. KOSFIP is a multi-billion project implemented in Karachuonyo and Rangwe Constituencies. He further invoiced a payment of Ksh 35,960,000 for consultancy services on recycling industrial waste in North-Eastern Kenya using Inktrauss Global limited in June 2015. It is doubtful if this payment went through.

However, Inktrausss Global limited received Ksh 15,540,992 for Rio Olympic Expenses in June 2016 and another Ksh 8,684,672 for air travel expenses from the State Department for Sports Development. Several other air travel expenses were paid out to his other companies including Kikagen Limited and Profound world systems resulting to a total of Ksh 130Million.

Although investigators are on his trail, the slow pace of investigations mean that Leware is still a free man, enjoying his ill-gotten wealth. Curiously, the properties he currently holds amount only to a little over Ksh. 100 million. The rest of the nearly Ksh. 500 Million of taxpayers’ money cannot be traced in his accounts or his personal property, begging the question of whom the other beneficiaries of this grand corruption scheme are. And if investigators do not round up his case quickly, then this money too may be long disappeared by the time they arrest him, with little trace and little hope of recovery.

Governor Sonko arraigned in court, DPP opposes bail

Nairobi Governor Mike Sonko has been arraigned at the Milimani Law Courts over irregular procurement and payment of over Ksh.357 million.

Appearing before Anti-Corruption Court Chief Magistrate Douglas Ogoti, Sonko was charged alongside eight other Nairobi County Government officers believed to have benefited from the irregular procurement.

The Governor and his co-accused were charged with various graft related charges including conspiracy to commit an offence of corruption, failure to comply with procurement laws, conflict of interest, abuse of office and unlawful acquisition of public property.

They were also charged with deceiving principal, money laundering and acquisition of proceeds of crime.

They all pleaded not guilty to the charges.

Also charged in the case is Web Tribe Limited, ROG Security Limited, Hardi Enterprises Limited and Toddy Civil Engineering Limited and their directors. The said companies are believed to have benefited from funds irregularly acquired from the Nairobi County Government.

It is Fred Matiang’i 2022 as Raila Uhuru handshake firms up

Reports that President Uhuru Kenyatta and ODM leader Raila Odinga are grooming Interior CS Fred Matiang’i for the top job will shake up key presidential candidates’ 2022 game plans.

Matiang’i’s entry into the big boys’ club has already triggered jitters within the camps of top politicians who have declared they want to succeed Uhuru.

Deputy President William Ruto’s troops have warned that such an Uhuru-Raila political card smacks of a scheme to destroy the former Eldoret North MP’s grand march to State House.

The DP’s allies have come out guns blazing to claim the President and his new soulmate, Raila, have hatched a plot to obliterate the DP’s ambitions.

They believe Matiang’i’s elevation as chair of the National Development Implementation and Communication Cabinet Committee was a plan to diminish the DP who had been launching development projects countrywide.

The influential committee of the Cabinet is charged with the implementing and monitoring all development projects, a responsibility that has dramatically raised Matiang’i profile in the Jubilee government.

A nasty exchange between the DP and Matiang’i last weekend revealed the growing bad blood between them, clearly tied to succession politics.

In what has rattled Ruto’s men, Matiang’i is seen as the government’s face of the Building Bridges Initiative report, a document that both Uhuru and Raila are supporting to address the country’s ills.

Matiang’i last week held a mega rally in Kirinyaga where he was accompanied by a couple of his colleagues and politicians backing the BBI report.

More public meetings are planned across the country to popularise the document as Matiang’i is said to be positioning himself in the succession matrix.

Analysts say a political dynamo backed by Uhuru and Raila could annihilate opposition figures Kalonzo Musyoka (Wiper) and Musalia Mudavadi (ANC).

On Friday, University of Nairobi lecturer Herman Manyora told the Star that Matiang’i would be an unbeatable presidential if backed by Uhuru and Raila.

“That would be a sure bet,” Manyora declared. He added, however, that “it would all depend on how Uhuru and Raila manage to convince their strongholds.”

“Matiang’i is increasingly on the radar of many Kenyans. He is not a man that you can easily ignore in Kenya’s politics in 2022 and beyond,” Manyora said.

Kalonzo and Musalia, both of whom have previously served as vice presidents, have separately declared they would be on the ballot but a pro-Uhuru and Raila force, like Matiang’i, threatens to their ambitions.

Political analyst and university don Macharia Munene admitted that Kalonzo and Musalia are locked in a delicate balancing act in the shifting political landscape.

‘The options are becoming thinner by the day. However, we have two-and-half years to the next general election and a lot is bound to happen,’ the USIU don told the Star.

Munene said, however, that both Musalia and Kalonzo could have some ammunition left, though it neutralised by a dynamo backed by Uhuru and Raila.

“Musalia will have to deal with the challenges of consolidating his Western backyard that is under the grip of Raila,” he said. Kalonzo’s former stranglehold on Ukambani his turf is under threat.

The crumbling of Nasa — the Opposition’s 2017 political vehicle — and the rapidly shifting political sands have pushed Musalia and Kalonzo into a very difficult position with few options of attaining power.

There are claims that Kalonzo is in talks with DP Ruto to seal a 2022 pact, however, Wiper has denied such an arrangement.

Musalia has a less than firm grip on his Western Kenya home turf while Raila enjoys massive support across the Luyha nation. Ford Kenya leader Moses Wetang’ula’s popularity is waning.

On Friday, Kimilili MP Didmas Barasa, a key Ruto lieutenant, told the Star Ruto’s brigade is not worried by any schemes by the state functionaries to propel Matiang’i forward.

He did call on the powerful CS, however, to quit the Cabinet and plunge into politics instead of using his position to harass and intimidate perceived opponents.

“We are ready for 2022. We ask those seeking to run for president to publicly declare their ambitions instead of hiding behind others’ coattails,” Barasa said.

The MP also said the DP has made significant inroads in Western Kenya that would thwart Musalia’s presidential bid — “if any”.

“The Jubilee Party has locked out Musalia from Western,” Barasa stated.

In the 2013 presidential polls, Raila crushed Musalia after ODM won the majority of parliamentary seats across Western Kenya, a sweep that gave the outfit firm control of Parliament.

While Raila came second after Uhuru in the presidential contest, whose results were unsuccessfully challenged at the Supreme Court, Musalia settled for a distant third.

During the 2017 presidential polls, Raila, Musalia, Kalonzo, and Wetang’ula cobbled together the now-moribund Nasa, which unsuccessfully took on Jubilee.

With the Matiang’i factor seen as central in the 2022 presidential contest, politicians and analysts say a compromise candidate backed by Uhuru and Raila would be a sure bet for State House.

While Uhuru would bring on board the majority of Mt Kenya votes, Raila would be rally Western, Nyanza and the Coast behind Matiang’i.

Raila has also penetrated Kalonzo’s Ukambani backyard after he successfully managed to bring into his fold the region’s three governors: Alfred Mutua (Machakos), Charity Ngilu (Kitui) and Kivutha Kibwana (Makueni).

Such an arrangement would be a juggernaut, rolling over not just Ruto but also Musalia and Kalonzo.

“Even if Uhuru rallies just half of Mt Kenya votes behind Matiang’i and Raila brings on board Westen and Nyanza, Matiang’i will win,” Manyora predicted.

Political analyst Alex Odhiambo said Raila’s influence in 2022 would be enormous, shaking the country’s political terrain. His following is fanatic and if Raila told them to vote for Matiang’i, his will would likely prevail.

“Raila’s options remain as either running himself or supporting a compromise candidate. If he decides to converge politically with Uhuru and support a joint candidate, that would be a game shot,” he told the Star.

Odhiambo said it might not matter much who the candidate would be — anyone backed by Riala and Uhuru would be virtually assured of victory.

“Uhuru and Raila’s political profiles would easily propel such a candidate to power,” he said.

Nandi Senator Samson Cherargei has accused Matiang’i of being too excited about his roles in government to imagine that he could successfully challenge Ruto.

Cherargei, a close ally of Ruto, said the Interior CS is planning to use the BBI campaigns to popularise himself, “though he can’t even win a village elder’s post”.

“Public servants were appointed because of the votes Jubilee garnered across the country. They must not lecture us about this or that. Let them stick to their mandate of serving Kenyans,” he said.

“Matiang’i is undermining his seniors. Insubordination is grounds for impeachment,” he said, calling on the National Assembly to introduce a motion to kick the Super CS out of the Cabinet.

Former Nyamira Senator Mong’are Okong’o said Matiang’i was indispensable presidential material.

“If Matiang’i is on the presidential ballot supported by the President and the Opposition leader, be sure the minister will hand Ruto a humiliating defeat,” he said.

“A compromise candidate would be the best way to go for 2022 if we are serious about redeeming this country and salvaging it from sinking further,” he said.

The county chiefs have turned Kalonzo’s fiercest critics; they previously accused him of pursuing a selfish agenda at the expense of the Akamba community.

During the November 7 Kibra by-election, Raila gave a snippet of his 2022 machinery after he showcased the three governors and a host of key politicians from Uhuru’s Mt Kenya backyard.

The politicians promised that the next president would be a supporter of the Building Bridges Initiative.

Lessons from Mike Sonko’s dramatic arrest

As we empathise with Governor Mike Sonko, Here are some of the lessons those in Power or those who one day intend to be in power should draw :-

1. Never Record or Screenshot Private conversations and make them public.
*This breaks trust and creates fear. Every public officer feared Sonko,none could confide in him. There are many who could have probably wanted to give him leakages and help in ODPP and EACC but none could for fear of being exposed.

2. Never Fire Your Top Aides or Employees.
*In any organization “organizational secrets” must be preserved thus firing top close employees is always a blunder as the secrets are likely to go out . Instead of firing, always re-assign your employees to new duties. In a span of two years, Sonko had fired alot of CECs and Senior County officials.

3. Never Talk Bad or Run a smear Campaign on your former employees.
*The whistle blowers though anonymous in nature, some if not most were drawn from the senior County officials Sonko fired and started going round in TVs calling them cartels and thiefs. Everyone, No matter how small he/she is, has a reputation to protect. The worst you can do for someone you have fired is going round maligning his name especially if he /she was just a scape goat, chances are their fighting back impacts are better imagined than experienced, now that EACC doors are always open and welcoming.

4. When you live in a glass house, Don’t throw stones.
*Even if currently reformed, But with a past not so clear just like any other human being, the last person you should pick a fight with is a senior official at the interior ministry.
It was ill advised of Sonko to start a direct open war with PS Kibicho and other Senior police officers in Nairobi. Kibicho by virtue of his office can dig the past of anyone he wishes to, even the villager from mnazi mmoja who is now drinking mnazi at a den. Sonko should have known when to stop and ask for a handshake. All the embarrassing scene today was Kibicho fighting back to show Sonko who calls the shots.

5. Don’t step on others.
*Karma is a bitch. At one time 20th Aug 2018, Sonko talked to Praful Kumar (Owner of Grand Manor hotel) and agreed to meet him, Praful was to bring money to stop demolition of his hotrl, Alaaas it was all a set up. Upon reaching EACC police were there and arrested Praful. Yesterday the same EACC feasted on Sonko.

Sonko was very cooperative with EACC until he realised it was serious shit

THREE times when Mike Sonko was summoned by the EACC, he would go there very very early in the morning around 5.30am quietly with no goons on tow.

He would be there for an hour and leave quietly after recording statements. I have 100% knowledge and evidence of that.

When he realized he was actually going to face prosecution he decided to create drama. He went there with his crowd hoping it would work.

He then began the usual narrative accusing everyone at EACC including Director of Investigations of being corrupt.

He even brought in the issue of procurement of Integrity Center to divert us. It hasn’t worked.

WORD to Sonko. The matter is now heading to criminal court. Start uploading dozziers on Maraga and post them on Tweeter. Include all judges.

Actually threaten to release dirty clips of all judges in Kenya as well as those of the DPP…how can he tough the small Lord.

Mr Sonko I just found out that Supreme Court is built on grabbed land, start arranging to bring it down.

And wait, has the judiciary been paying water bills? Wakatie maji. And that parking at Milimani law courts is county property, shit it and tow away all the vehicles parked there.

Arrest Police boss who charged at Governor Sonko with kicks

I don’t agree with Sonko on many things but I wouldn’t hail the police, especially the Coast Regional boss (guy in the new blue uniform) for acting so violently against the governor during the arrest.

How do you go charging at a man restrained by a dozen men and is already handcuffed with kicks and blows? Whatever the insult or action Sonko might have done, the officer’s station in life and service demanded better of him. As a leader of men, that was a low of him.

He can claim he was spat on, insulted or bitten but that doesn’t erase the fact that his conduct is less honorable for a leader of men who pack fire, a leader of men who drive kinetics.

That aside, isn’t in interesting that people who broke the internet with protests and tales of police brutality during the last elections are celebrating the officer? We are a special breed of people, a wrong is only so if it’s against us – but it is okay if it’s someone else (especially those we are opposed to politically) on the receiving end.

At the core of justice and the rule of law are these values:impartiality, consistency, Standing, and trust. It doesn’t matter to whom it applies to, because injustice to anyone, is injustice to all of us. If it doesn’t stop at the first instance, it will not stop at all.

Stockholm Syndrome is real.
