EACC Gives Final Verdict on Ezra Chiloba’s Embezzlement Case

The Ethics and Anti-Corruption Commission (EACC) has cleared former Communications Authority Director General Ezra Chiloba of irregularity allegations at the authority.

According to the commission, the investigation established that there was insufficient evidence to support the allegations made against Ezra Chiloba and other authority officials.

On September 26, 2023, the Commission received allegations of irregularities in the management of the staff mortgage scheme at the Communications Authority of Kenya 

“This is to bring to your attention that the matter was closed with no further action under section 25A of the ACECA of 2003,” EACC noted.

EACC further recommended a review of the Communication Authority’s Human Resource Policy & Procedure Manual, dated February 2023. 

The Commission highlighted the need to update it in line with the Communication Authority HCA circular number 1B of 2021, dated March 23, 2021. 

A report investigating the audit of the CA Staff Mortgage Scheme carried out under a directive of the board on May 3, 2023, recommended an investigation on Chiloba to answer the same. 

CA ON September 18, 2023, suspended Chiloba from the Director General position and replaced him with Christopher Wambua in acting capacity. 

“Following a meeting of the Authority’s Board held on September 18. resulting in the suspension of the Director General, I am pleased to inform all staff of the appointment of Christopher Wambua as a Director General in Acting Capacity effective today till further notice,” the statement seen by Kenyans.co.ke read in part. 

The committee also suspended four other officials for allegedly mismanaging the staff mortgage scheme where the government lost millions of shillings.

Other suspended officials include the Human Resources, Legal Services, and Finance directors as well as the Internal Auditor.

“Valuers and Quantity Surveyors (QS’s) involved in professional misconduct of overvaluing properties should be reported to the professional bodies while staff found culpable of colluding with the valuers be sanctioned.”
