Bi-Monthly Payments

President William Ruto stepped out on Monday with bold proclamations aimed at easing the lives of farmers, more so their pockets.

His first tour was the Eldoret National Cereals and Produce Board (NCPB) stores where he confirmed that his administration was formulating a way to pay milk farmers every 15 days.

He narrowed down to insist that the new payment method will take off in July this year, with the pilot period done in 30-day intervals.

President’s Words: “I have directed that starting this July, payments will be made promptly every end month just like salaries. In the future, I am making preparations so that farmers will be paid every 15 days so as to be able to buy animal feeds.”

The Justification: The Head of State pointed accusatory fingers at cooperatives which he claimed delayed payments for months, thereby affecting production and quality of output.

More Perks: Ruto also promised that beginning this month, the government would be paying Ksh50 for every litre of milk.

Contradictions: This comes a day after doctors turned down the Head of State’s offer to pay interns Ksh70,000 stipend.

Ruto had insisted that the government lacked resources to match Ksh200,000 monthly pay demanded by the medical interns. In fact, he noted that his administration was working to reduce the wage bill which stands at 47 per cent of the total revenues. He wants to reduce the annual budget from Ksh4.2 trillion to Ksh3.7 trillion.

Doctors, however, insist that they are not scapegoats and guinea pigs willing to take a pay plunge.


Sleepless Nights, Wee Calls

Nearly two years after vacating the seat,  former Health Cabinet Secretary Mutahi Kagwe has opened up about nightmares he endured handling Covid-19, specifically 3:00 AM calls he made to his former boss Uhuru Kenyatta.

The former CS revealed that the experience was draining and necessitated the then leadership to have sleepless nights.

He noted that he first texted senior leadership at the time including the Head of State and preparation for a late reply but the reply would arrive almost instantly.

“When you see certain things, you can not catch a wink of sleep because you are uncertain of when such deaths could befall your country,” he recalled.

“In a certain instance, we had to explain to Governors via Zoom calls, that they would have to allocate land for the burial of COVID-19 victims, and they would tell us they do not want to hear about those matters.”

The Numbers: According to Worldometer updated on April 8 2024, Kenya recorded 344,130 Covid-19 cases with 5,689 deaths. 337,309 recovered from the disease. (Check the graph below for the rate).

Ksh1 Billion Monthly Power Bill

Energy Cabinet Secretary Davis Chirchir has crowned Devki Founder and Billionaire Narendra Raval as the biggest power consumer in the country and wants to keep him on direct dial.

Narendra, while launching a clinker-production company in West Pokot, told President William Ruto that he pays Ksh1 billion monthly power bill, the most of any company in Kenya.

What Raval is Saying: “I must tell you what I pay because I think the government is interested in what I pay in taxes. I want to pay the money to help all the children.”

“I pay Ksh2 billion shillings as a company every month to the government not as income tax but in the form of other deductions such as NHIF, NSSF, and others.”

“I pay over Ksh1 billion to Kenya Power every month. In total, that is almost Ksh100 million a day. I have to look for the money every day and I thank my banks for trusting me.”

“We pay Ksh75 million every month to Kenya Railways. I want to pay them Ksh200 million but they do not have the locomotives. If you give them the locomotives. I want to revive the railway, we will put slidings in all our companies.”

Ruto Issues Stern Order to Company in Fake Fertiliser Saga

President William Ruto on Monday, April 8 ordered the private company exposed after distributing fake fertiliser in the market to compensate all farmers who bought the input immediately.

While speaking in West Pokot, Ruto assured farmers that the government was working to ensure that only genuine fertiliser is sold in the market and all those selling substandard goods would be prosecuted.

“There are some cartels who want to hinder the food production process. I have directed that if farmers bought any fertiliser that was of poor quality should be compensated and given free fertiliser,” he stated.

The Head of State added that the said company would face the law for distributing counterfeit and risking the lives of Kenyans in the process.

He further explained that there was enough fertiliser for farmers but added that there was a delay in transportation due to the ongoing war in the Red Sea compounded by other geographical factors.

Ruto revealed that the shipment was being transported to Kenya through South Africa and urged farmers to be patient.

“The war has forced us to take the longer route through South Africa and it has delayed, but we assure that every farmer shall get the right fertiliser,” Ruto added.

Additionally, the President emphasised that the subsidised fertiliser program was in line with the government’s plan to chart a path towards food security.

The program has however faced challenges recently after several Kenyans complained about receiving counterfeit products from the National Cereals and Produce Board (NCPB).

These allegations came to light after an investigative piece by journalist John Allan Namu who exposed a company packaging sand and selling it as genuine fertiliser.

While responding to the concerns, the Kenya Bureau of Standards (KEBS) revealed that the said company was not part of the government subsidy program.

When the scandal erupted, Agriculture Cabinet Secretary Mithika Linturi blamed the opposition accusing it spreading a false narrative.

8 Top Govt Officials Nabbed as 20 Others Put Under Surveillance

Eight officials from the Kenya Bureau of Standards (KEBS) were reported to have been suspended on Sunday as the government escalated its crackdown on individuals believed to be behind fake fertiliser distribution. 

The officials were interdicted on suspicion they were part of a larger group that issued KEBS mark of quality to two companies distributing substandard fertiliser. 

As such, two companies used the issued KEBS stamps to distribute the fake fertiliser under the government-subsidised fertiliser program. 

Additionally, it was reported that close to twenty KEBS officers were under surveillance over the fake fertiliser scandal.

Directorate of Criminal Investigations (DCI) officers are also exploring the possibility that two companies that have been suspended acted without knowledge of KEBS. 

This is through deviating from the KEBS-approved fertilisers and starting packaging substandard fertiliser while using a prior KEBS approval. 

Initially, the government had denied reports that there was fake fertiliser being sold to Kenyan farmers. 

On different occasions, Agriculture Cabinet Secretary Mithika Linturi and Government Spokesperson Isaac Mwaura blamed the opposition for spreading a false narrative. 

Linturi made the remarks even after a Principal Secretary in his ministry had suspended one company believed to have manufactured the substandard fertiliser. 

On Friday, 5, the government had a turnaround and admitted that there were cases of fake fertiliser being sold under the guise of subsidised products. 

Deputy President Rigathi Gachagua on Sunday, April 7, assured Kenyans that the fake fertiliser would not threaten Kenya’s food security. 

“The quantity of fake fertilizer involved is very low,  out of 40 million bags of fertilizer distributed under the program, approximately 50,000 bags have been identified as counterfeit,” Gachagua stated.

Senate Issues Ultimatum to Governor James Orengo, Warns of Prosecution

The Senate Committee on County Public Investments and Special Fund on Friday, April 5, issued a 90-day ultimatum to Governor James Orengo to implement the County Emergency Fund.

This is after the committee grilled the governor regarding the findings from Auditor-General reports concerning the implementation of various funds in Siaya County.

Among the funds scrutinised included the Siaya County Education Bursary Fund, County Emergency Fund, and the County Alcoholic Drinks Fund, covering financial years ending in June 2020, 2021, and 2022.

During the grilling session, the committee unearthed administrative and management shortcomings within the funds’ operations.

The Committee led by Vihiga senator Godfrey Osotsi called on the timely submission of audit documents as per the Public Audit Act of 2015.

According to Osotsi, failure to submit the audit documents on time would result in an investigation which would later lead to potential prosecution.

The Committee directed all Fund Administrators to submit their financial statements and associated records to the Internal Audit Unit for performance reviews.

In a bid to make corrections on the discrepancies, the committee ordered careful record-keeping practices in line with the Public Finance Management Act of 2012.

Senator Osotsi also urged Siaya County Executives to ensure, appropriately qualified account and finance personnel with the necessary training to be able to assist in serving the people of Siaya.

It is not the first time that Siaya County has been put on the light over mismanagement, in December last year, the Ethics and Anti Corruption Commission (EACC) launched investigations of over Ksh400 million in alleged embezzlement of funds.

Twelve Siaya County employees were proposed to be charged with various offences of corruption and economic crimes.

Among them was the Accountant at the Department of Finance and Economic Planning, who is alleged to have received Ksh18 million to his account through irregular applications.

John-Allan Namu Reveals How Politicians Tried to Block Exposé on Fertiliser

Investigative journalist John-Allan Namu reveals how politicians attempted to block the expose of fake fertilisers from being aired for the public.

Speaking before the Senate Agriculture Committee on Tuesday, April 2, the renowned journalists revealed that some politicians from parliament approached them before the story was aired.

He indicated that the unnamed politicians had the intention of ensuring that the investigative piece, which was titled FertileDeception, did not air on TV.

According to Namu, the politicians would likely have an interest in the investigations and join the Senate Committee in investigating the matter.

Nonetheless, he affirmed that the team from Africa Uncensored did not give in to the demands given that the leaders did not have the interest of Kenyans at heart.

“There are politicians who reached out to us to kill the story before it run. These politicians sit amongst you. They debate with you. They will likely be investigating along with you.

“But from where I sit, they do not have the honest and right intentions of the public at heart,” he stated.

Namu made the revelation during the ongoing investigations of the fertiliser scandal. As reported by a section of farmers across the country, the fertilisers being distributed may have been mixed with stones.

It is suspected that unscrupulous businessmen took advantage of the government subsidy programme to make profits at the expense of the food security of the country.

Meanwhile, a section of government officials have disputed the fake fertiliser allegations, terming them as propaganda aimed at derailing President William Ruto’s agenda in agriculture.

“Fertilisers being issued by the government have been tested and we have the analysis. They have been inspected and determined to be good for use. We cannot allow a situation where farmers are being duped,” he stated.

The CS is also expected to appear before the agriculture committee during the investigations to shed light on the government’s perspective.

Governor Pens Demand Letter After Being Linked to Scandal Involving Multiple Tycoons

Embu Governor Cecily Mbarire has demanded an apology from Nation Media Group over an article touching on a Ksh2 billion piece of land in Loresho.

The outlet, in its Sunday Nation lead story titled ‘Two governors caught Up in sh2bn land row‘, published a story narrating the intrigues behind the acquisition of the parcel of land in Loresho in which multiple tycoons were mentioned.

The story indicated that three titles had come to the fore laying claim to the parcel, two of which were dismissed as inauthentic.

In her letter, however, the Embu Governor who clarified her stance in the story detested her portrayal in the headline and the use of her likeness.

“My attention has been drawn to the front page of the Sunday Nation Newspaper of March 31, 2024, and the alarming headline ‘Two Governors caught up in sh2bn land row’. The front page further carries the photo of myself and that of the Governor of Nairobi.”

“The headline is not only inaccurate but misleading to the public,” she clarified.

She further explained that her involvement in the case was when one of the accused reached out to her to help him gain an audience with a Ministry of Lands official.

“In its own words, the Sunday Nation corroborates my position that I did reach out to Mr Korir (Nixon, the PS for lands) a few months ago asking if he could give (the accused) audience on the matter. I did try to get Mr. Korir to hear (the accused’s) side of the story and then make a fair decision,” she explained.

“From the story, it is further apparent that all the involved parties, who exclude myself are in court over the matter. It is therefore appalling for the Sunday Nation to carry such a sensational headline that I am caught up in the land row, yet I provided my position and clarified that I am not part of the complicated case and I have no personal interest in the matter.”

“I therefore demand for a retraction of the headline, and an apology from the Sunday Nation for misreporting facts and misleading the public which defames my name,” Mbarire demanded.

The accused, who is a former Nairobi Provincial Commissioner, was released on Monday, March 25, on a cash bail of Ksh5 million or an alternative of a Ksh10 million bond.

The accused was accused of defrauding a businessman during a land transaction in Loresho, which he denied.

CS Linturi Disputes Claims of Fake Fertilizer

The controversy surrounding the distribution of fake fertilizer has taken a dramatic turn, as Agriculture Cabinet Secretary Mithika Linturi dismissed the allegations as propaganda. 

Despite increasing concerns raised by farmers nationwide, Linturi urged the farming community not to succumb to what he termed as misinformation.

“I am very impressed by the farmers for their initiatives and for making sure they are not misled by those fraudsters, who don’t want the best for Kenya,” stated the CS, defending the integrity of fertilizer distribution.

Linturi’s statements come amid mounting pressure on government officials to address the issue. James Kamau, Chairperson of the Committee on Agriculture, Livestock and Fisheries, has summoned Agriculture and Trade Cabinet Secretary Rebecca Miano to provide clarity on the matter.

“We want to know how fake fertilizers got to the government silos, and who is responsible,” Kamau asserted during a meeting in Kirinyaga, emphasising the urgency of the situation.

Additionally, Kamau urged farmers not to dispose of the allegedly fake fertilizers they purchased and requested them to retain any evidence, such as text messages confirming their purchases.

Kenya Bureau of Standards (KEBS) Chief Executive Officer, Esther Njeri Ngari this week confirmed to legislators the presence of fake fertilizer in NCPB warehouses. 

She stated that KEBS had seized 5,840 bags in a surveillance raid. Following the intelligence, NCPB sampled the product in over 59 of its warehouses across the country which led to the suspension of the product licenses amid fears that the product may still be in circulation. 

This week, officials from the KEBS and the National Cereals and Produce Board (NCPB) have come under scrutiny, with Members of Parliament calling for a special audit to investigate the alleged distribution of substandard fertilizer across the country.

According to KEBS, a regional fertilizer merchant based in Kenya stands accused of supplying substandard fertilizer to the NCPB, prompting concerns about the integrity of the supply chain.

The National Assembly Public Investment Committee on Commercial Affairs and Energy has directed the Office of the Auditor General to conduct an audit within one month, aiming to identify individuals involved in the scandal and recommend prosecution.

“We need to know the batching mechanism for KEBS to ascertain whether these people are passive. They only give okays to manufacturers and leave it there. Is that the case, if so then we are doomed as Kenyans,” remarked Pokot South MP David Pkosing, highlighting the need for accountability.

Gitari assured MPs that investigations were underway and that the agency had provided all relevant documents to the Office of the Director of Public Prosecution for further action.

However, MPs expressed frustration over the lack of arrests in connection with the scandal, demanding swift accountability measures.

Despite these assurances, concerns linger regarding the safety and efficacy of fertilizers in circulation, especially during the crucial planting season, farmers in Trans Nzoia came out in numbers in search of subsidized fertilizer.

Ex-Govt Official in Ksh1.3 Billion Scandal Hospitalised After Court Release

Former Nairobi Provincial Commissioner Davis Nathan Chelogoi is set to receive ongoing medical treatment at a hospital in the capital city after being granted bail by the magistrate.

Chelogoi was accused of defrauding a businessman during a land transaction valued at Ksh1.3 billion in Loresho, a leafy neighbourhood within the Nairobi metropolis.

While appearing in court on Monday, March 25, Magistrate Dolphina Alego released the accused, who is facing six counts, on a Ksh5 million bail with an alternative of Ksh10 million bond.

The former PC was permitted to continue his medical treatment at the hospital but cautioned that failure to appear in court would result in the revocation of his bail terms and his return to detention.

Lawyers representing the complainant had asked the court to deny the accused his bail application arguing that he had failed to honour four court summons and should not be eligible for release.

“On March 12 this month, for the fourth time, a party has not honoured your summons. On the 14th, this court had to leave this particular premises just to go and pay him a visit,” argued the lawyer.

“The circumstances did not allow us to have access to that particular hospital bed. Let’s deal with him the way we could have dealt with a Wanjiku or a Robert somewhere.”

Initially, the bail hearing had been scheduled for March 14 but the accused failed to turn up to the court because he was undergoing treatment.

The magistrate then ordered a visit to the hospital but the court could not access the hospital bed and hold a session.

The hospital’s chief security officer turned away the court and asked them to make a formal application which was to be copied to the Chief Executive Officer.

Chelogoi and his co-accused are facing six charges including fraudulently acquiring the property located in the prime neighbourhood.

In an earlier application, Chelogoi had argued that the court should grant him bail since he had abided by the court.

“From the time the charges were preferred against him, he has not been in good shape. The first time he had travelled to Uganda without knowledge of the said charges,” argued his lawyer, Tom Ojienda.

“He is not a small boy, he is a man and understands court rules. We will abide by the court’s directions and proceed with the hearing. No prejudice will be suffered if he is released on bail,”

Raila Allies Pile Pressure on Ruto as Talks Hit Dead End

National Assembly Minority Leader Opiyo Wandayi, a close ally of opposition leader Raila Odinga and a senior member of the Azimio Coalition has appealed to President William Ruto to take charge of government’s negotiations with doctors to end the strike that continues to cripple service delivery in public hospitals.

Speaking at a funeral in Unguja on Saturday, March 23, Wandayi claimed that Health Cabinet Secretary Susan Nakhumicha had failed to end the stalemate which Wandayi considers reason enough why President Ruto should step in.

He further pushed for the dismissal of the CS over what he termed as her failure to discharge her mandate.

“Where we have reached, this matter can no longer be left in the hands of the ministers, Susan Nakhumicha has failed in her work.  It will be Ruto’s responsibility to lead the negotiations with the doctors to end the strike”, stated Wandayi.

He also explained that the concern expressed by the opposition was growing since the effects of the doctor’s strike were only getting worse by the day.

Opiyo Wandayi was speaking in reference to a meeting held by the government and the leaders of the Doctor’s Union Kenya Medical Practitioners and Doctors’ Union (KMPDU), where the doctors stormed out of the meeting after failing to reach an agreement.

The ill-fated meeting prompted the doctors to continue with the strike despite the Government’s promise to post medical interns, which was one of the medics’ demands.

Wandayi further expressed disappointment in the government’s failure to disburse capitation funds to the education sector. Wandayi pointed out that this will cripple the Ministry as well.

Further, he criticised the Ministry of Agriculture for the prevalence of counterfeit fertiliser in government stores, advocating for immediate action to stem the proliferation of fake inputs in the market.

Notably, this push comes at a time when the CS Nakhumicha has accused individuals linked to the Kenya Medical Supplies Authority (KEMSA) and the National Health Insurance Fund (NHIF) scandals of sponsoring attacks against her performance.

'They’re Jealous of Me', Nakhumicha Over Recent Criticism

Cabinet Secretary (CS) for Health Susan Nakhumicha has strongly condemned the individuals criticising her over allegations of underperformance within the Ministry.

Addressing attendees during a burial ceremony in Trans Nzoia County on Friday, March 22, Nakumicha asserted that those levelling accusations against her were driven by jealousy towards her accomplishments and contributions to the Ministry.

“I have worked so hard for the Health Sector and people are getting jealous and bringing about chaos,” she stated. 

Furthermore, the CS accused individuals implicated in the Kenya Medical Supplies Authority (KEMSA) and National Health Insurance Fund (NHIF) scandals of sponsoring the attacks against her.

“I want to assure you now that people have noticed how I’m planning my work and those thieves from KEMSA and NHIF are sponsoring these things.”

According to the Ministry head, her efforts to advocate for the lowering of NHIF deductions from Ksh500 to Ksh300 were the main cause for recent attacks launched towards her. 

“When I said we reduce the NHIF from Ksh500 to Ksh300, they said I was wrong. When I said those without money to get funded by the government, they said I’m wrong,” she stated. 

National Assembly Speaker Moses Wetangula and Trans Nzoia Governor Natembeya were also in attendance at the function, before the police lobbed teargas to disperse a group of rowdy youths. 

Governor Natembeya condemning the chaos that erupted at the burial, faulted the Speaker for failing to notify him of his attendance, as it is protocol. 

“The speaker should have paid us a courtesy call and told us he was coming. That is protocol. I got to the venue of the burial and tried to come the youth down and all of a sudden tear gas was sent our way,” Natembeya explained.

Nakhumicha has in the past days received major criticism from Kenyans, amid the countrywide doctor’s strike. 

The doctors’ strike, now entering the second week, has condemned the health sector, airing discontent on the capability of the current CS as chants of “Nakhumicha must go! filled the air outside the Afya House building on Friday. 

The doctors want their issues addressed. Some of the issues include poor treatment for intern doctors, adequate provision of medical coverage, and improved working conditions for health workers.
