How State House Spent Millions on Entertainment

  • State House spent over Ksh800 million on entertainment and hospitality in nine months, a report by the Controller of Budget shows.

    The report dubbed National Government Budget Implementation Review for the first nine months of the 2020/21 Financial Year, indicates that the entire budget spent by the Office of the President crossed the Ksh13 billion mark.

    The report showed that the Office of the President spent a total of Ksh843 million for parties and receptions for the nine months between July 2020 and March 2021.

    This is a drop from Ksh1.18 billion the office spent on hospitality for a similar period in the 2019/2020 Financial Year. In the first nine months of the 2018/2019, the executive office of the President had spent Ksh758 million.

    According to the report, the Executive Office of the President, which consists of offices run by President Uhuru Kenyatta and his Deputy, William Ruto, spent Ksh6.4 billion in employees’ personal emoluments.

    The report further indicated that Ksh412 million was spent on domestic travel, Ksh43 million on foreign travel and Ksh29 million on printing and advertising.

    Other expenses from the office include training at Ksh36 million, motor vehicle expenses Ksh125 million while Ksh4.9 billion went to other expenses.

    The Office of the President and his deputy led in the hospitality category followed by State Department of Interior which spent Ksh410 million and Ministry of Foreign Affairs which spent Ksh285 million.

    In general expenditure, the State Department of Interior had the highest budget of Ksh95 billion followed by the Ministry of Defence which spent Ksh90 billion.

    In the period under review, travelling expenditure was Ksh9.24 billion, recording a decline compared to Ksh12.81 billion recorded in a similar period FY 2019/20.

    This comprised of domestic travel of Ksh7.73 billion and Ksh1.51 billion on foreign travel. The decline is attributed to containment measures put in place by the government to contain the spread of Covid-19.

    Expenditure on Rentals and Rates-non-Residential Buildings was Ksh5.26 billion, while hospitality was Ksh3.01 billion.

    The same report also indicated that Teachers Service Commission (TSC) recorded the highest expenditure at Ksh206 billion representing 57.3 per cent of the total expenditure on Compensation to Employees.
